[SOLVED]spamassassin is inaccessible: Permission denied

You are using the Bayes database for spamassassin and get the following error when either running dump magic or teaching spam or ham

config: path "/root/.spamassassin" is inaccessible: Permission denied
config: path "/root/.spamassassin/user_prefs" is inaccessible: Permission denied

This is NOT a bug, this is the result of improper user permissions on relevant files/directories. Also its more of a warning the process still completes successfully, more of a nuisance but easily remedied.
